He holds a PhD in Public Law (Tax Law) from the Faculty of Law of the University of Extremadura, with the degree formally recognised and registered by the University of Lisbon. His doctoral thesis received favourable evaluations from Professor Pasquale Pistone (University of Salerno) and Professor Roberta Alfano (University of Naples Federico II).
He is a Lecturer at ISCAL – Lisbon Accounting and Business School, Polytechnic University of Lisbon, and an Invited Lecturer at ISCTE – University Institute of Lisbon.
He has been actively engaged in higher education teaching since 2003 and currently serves as an arbitrator at the Administrative Arbitration Centre.
His professional experience also includes legislative work, notably as a member of the Technical Commission established by the Legislative Assembly of the State of Mato Grosso, which was entrusted with drafting legislation on tax arbitration.
